As reported by the Don Balon, Bilbao are set to make an approach for the veteran as they look to reinforce defence ahead of the new season.
Monreal is no newcomer to top-league football back in his homeland, with a total of seven years being spent at Osasuna and Malaga.

Arsenal received update on £50m rated top Arsene Wenger' target
Monaco have no desire to offload Thomas Lemar to Arsenal this summer, according to stories in France.
The 21-year-old is one of Arsene Wenger’s top targets, and the North Londoners have already launched three offers for the player.
Arsenal originally tested the water with a £30m offer and followed up with an offer of £40m, which was also rebuffed.
The latest deal on the table is a £50m case, which is made up of a £45m payment plus an extra £5m in add-ons.
However, on Friday, L’Equipe suggested that Monaco vice-president Vadim Vasilyev has no purpose of letting Lemar go, and the situation will only turn if a notable offer is made.
Lemar is believed to be open to moving to Arsenal, and Wenger is keen to push through a deal as soon as possible.
The Gunners have already broken their transfer record with the £52m transfer of Alexandre Lacazette. However it’s likely that the North Londoners will need to go beyond that in order persuade Monaco to offload Lemar.
